Each time you refer to a poem that has been published in a larger work use double quotation marks. Do not use italics.
If the poem has been published as a book then use italics with no quotation marks each time you refer to the poem. e.g.
“Closing Time: Public Library” by Lesbia Harford describes... (poem published in a book.)
The Iliad by Homer is one of the first epic poems to... (poem published as a book)
