Turnitin records the exact time a paper is submitted to Turnitin.  You can find the submission time by going into the Originality Report and clicking the information "(i)" symbol located toward the bottom of the right-hand toolbar. This will give you the time stamp for the paper and provide other information. 

Note: The submission date/time in the Grade Centre indicates when the paper was sent to the Grade Centre and may not be accurate.
